Ratio: Special reasons for non-disqualification of a driver were defined as being reasons which, first, constitute mitigating or extenuating circumstances; secondly, do not amount in law to a defence to the charge; thirdly, are directly connected with the commission of the offence; and, fourthly, which the court ought properly to take into consideration when considering imposing sentence
